If I am not trying to prove competence but just progress, is 1 formative OSATS enough? I.e., if this year I am meant to be level 2 in certain procedures, will 1 OSATS in each of those procedures showing level 2 supervision be ok?

That's up to you and you ES to decide - bear in mind the entirety of your evidence for that procedure and that CiP. If you were assessing someone’s portfolio would you think that 1 OSATS was sufficient?
